Item 7 – Financial Statements Report

Item 8 – Policy – Number of Attempts – RN Entry to Practice Exam 

 BE IT RESOLVED THAT, in accordance with section 4.23(4) of the Bylaws, the Board directs the Registrar as follows:

1. In this direction:

"accepted exams" means the exams that are accepted as meeting the examination requirement in section 4.04(1)(b) of the CRNBC Bylaws and specified in Policy Number RID RC1-03 as revised from time to time;

"applicant" means an applicant for registered nurse registration, other than a provisional registrant, who has been issued a current assessment letter confirming the applicant must meet the examination requirement in section 4.04(1)(b) of the CRNBC Bylaws.

2. An applicant who fails any combination of the accepted exams a cumulative total of three times may take the NCLEX-RN any number of times thereafter, without any further Board direction but subject to any applicable rules or policies established by the National Council of State Boards of Nursing.

3. Despite section 2, if an applicant fails any combination of the accepted exams a cumulative total of three or more times and the Registrar is of the opinion that circumstances exist warranting the Board's consideration before the applicant is permitted to take the NCLEX-RN thereafter, then

a) The Registrar must inform the applicant in writing of the Registrar's opinion,

b) The Registrar, if requested to do so in wrtiting by the applciant before the expiry of the applicant's current assessment letter, must seek further direction from the Board or panel of the Board as to whether the applicant may take the NCLEX-RN, and

c) The applicant may not take the NCLEX-RN unless and until the Board or a panel of the Board so directs.

4. This direction replaces and supersedes any and all directions form the Board or a panel of the Board given under section 4.23(4) of the Bylaws before November 1, 2016, in respect of applicants or an individual applicant.

5. This direction is a temporary measure and is given for the purpose of evaluating a possible permanent Bylaw change by teh Board respecting limits on the permitted number of NCLEX-RN attempts. The Registar will submit to the Board, no later than March 1, 2018, a report summarizing and evaluating the experience under this direction along with any recommendations the Registar considers approrpriate.

6. This direction is effective on November 1, 2016, and remains in effect until rescinded by the Board.

Item 10 – Scope of Practice Standards – Acting within Autonomous Scope

A) Scope of Practice for Registered Nurses Standards, Limits and Conditions— Acting within Autonomous Scope

1. RESOLVED THAT the Board approve the introduction and scope of practice standards for Acting within Autonomous Scope as set out in Appendix A.

2. FURTHER RESOLVED THAT the Acting within Autonomous Scope standards come into effect on February 28, 2017.

3. FURTHER RESOLVED THAT the Board rescind the Acting Without an Order standards as set out in Appendix B.

4. FURTHER RESOLVED THAT the Board rescind the Acting Without an Order standards effective on the date on which the Acting within Autonomous Scope standards come into effect.

B) Scope of Practice for Registered Nurses Standards, Limits and Conditions—Acting within Client-specific Orders

1. RESOLVED THAT the Board approve the introduction and scope of practice standards for Acting within Client-specific Orders as set out in Appendix A.

2. FURTHER RESOLVED THAT the Acting within Client-specific Orders standards come into effect on February 28, 2017.

3. FURTHER RESOLVED THAT the Board rescind the Acting within Client-specific Orders standards as set out in Appendix C.

 4. FURTHER RESOLVED THAT the Board rescind the Acting with an Order standards effective on the date on which the Acting with Client-specific Orders standards come into effect.

C) Scope of Practice for Registered Nurses Standards, Limits and Conditions—Giving Client-specific Orders

1. RESOLVED THAT the Board approve the introduction and scope of practice standards for Giving Client-specific Orders as set out in Appendix A.

2. FURTHER RESOLVED THAT the Giving Client-specific Orders standards come into effect on February 28, 2017.

3. FURTHER RESOLVED THAT the Board rescind the Providing Clinical Directions Practice Standard as set out in Appendix D.

4. FURTHER RESOLVED THAT the Board rescind the Providing Clinical Directions Practice Standard effective on the date on which the Giving Client-specific Orders standards come into effect.

Item 11 – Scope of Practice Standards – Delegation of Diagnosis and Treatment

Scope of Practice for Registered Nurse Standards, Limits and Conditions—Activities Approved for Delegation for Registered Nurses:

1. RESOLVED THAT the Board approve the addition of diagnosis and treatment of infectious syphilis by RN(C) to the BC Centre for Disease Control Delegation as set out in Appendix A.

2. FURTHER RESOLVED THAT the addition of infectious syphilis delegation comes into effect upon approval by the CPSBC of the delegation

Scope of Practice Standards for Registered Nurses Standards Limits and Conditions

1. RESOLVED THAT the Board approve the limits and conditions for administration of oral corticosteroids as set out in Appendix A.

Item 14 – Registrar/CEO Report

1. Approve the Sexually Transmitted Infection (STI) Certified Practice Reproductive Health Course provided by the British Columbia Centre for Disease Control (BCCDC) until August 31, 2019.

The Board received the report of action taken by the Registrar/CEO on behalf of the College of Registered Nurses of British Columbia on the positive recommendation made by the Certified Practices Approval Committee about the Certified Practice course offered by the following provider:

  • British Columbia Centre for Disease Control (BCCDC)

2. Recognized the Northern Collaborative Baccalaureate Nursing Program (NCBNP) offered by the University of Northern British Columbia (UNBC) as the degree granting partner with the College of New Caledonia (CNC) and Northwest Community College (NWCC) until June 30, 2023 without terms or conditions attached.

The Board received the report of the action taken by the Registar/CEO on behalf of the College of Registered Nurses of British Columbia on a positive recommendation made by the Education Program Review Committee about the Northern Collaborative Baccalaureate Nursing Program (NCBNP) offered by the following educational institutions:

  • The University of Northern British Columbia
  • The College of New Caledonia
  • Northwest Community College
